New Zealand is currently undergoing an Emergency Management System Reform. This reform is delivering on the government’s recommendations in response to the Ministerial review, Delivering better response to natural disasters and other emergencies (2018). There are several parts to the reform but this procurement concerns focus area four: Building the Capability and Capacity of the Emergency Management Workforce.

The key objective of this procurement is to design scalable and fit for purpose training packages to support system-wide delivery of the CIMS level 5 unit standards in Intelligence, Planning, Operations and Logistics. The procurement’s proposed outcomes include:
• improving the consistency of nationwide delivery of CIMS function-specific training through providing a training package to support delivery
• lifting system-wide Incident Management capability through improving function-specific skills across the system
• providing a cohesive, national approach to advanced-level CIMS training
• improved interagency interoperability and response performance through improved consistency and access to training
• addressing system-wide capability gaps
• improving the professionalisation of the workforce through increased use of standards
• leading a shift towards a more a modern and flexible approach to CIMS training
• supporting the all hazards approach to Incident Management.

To deliver this we are looking for a provider to design and develop training packages that align with the following Standards,

• Demonstrate knowledge of the Intelligence function within New Zealand’s Coordinated Incident Management System
• Contribute to establishing and maintaining the Intelligence function within New Zealand’s Coordinated Incident Management System /theory
• Demonstrate knowledge of the Planning function within New Zealand’s Coordinated Incident Management System
• Contribute to establishing and maintaining the Planning function within New Zealand’s Coordinated Incident Management System
• Demonstrate knowledge of the Operations function within New Zealand’s Coordinated Incident Management System
• Contribute to establishing and maintaining the Operations function within New Zealand’s Coordinated Incident Management System
• Demonstrate knowledge of the Logistics function within New Zealand’s Coordinated Incident Management System
• Contribute to establishing and maintaining the Logistics function within New Zealand’s Coordinated Incident Management System
