The Department of Internal Affairs – Te Tari Taiwhenua intends to release a Request for Proposal for the design, implementation and delivery of an in-person citizenship testing service. This supports an operational change to require most applicants for citizenship by grant to demonstrate their knowledge of the responsibilities and privileges of New Zealand citizenship through a controlled, in-person test.

The service will need to provide confidence in the identity of the test-taker, maintain the integrity of test conditions and results, support fair and accessible testing experiences, provide New Zealand-wide coverage across rural and urban centres, and securely transmit results and related information to DIA.

DIA is seeking suppliers with proven capability to deliver in-person testing, examinations or assessments at scale, including identity verification, invigilation, secure handling of personal information, operational reporting, and integration with buyer systems.

Suppliers interested in this opportunity are encouraged to monitor GETS for the RFP release and any subsequent notices. Once the RFP is released, all enquiries must be submitted through the GETS question function.
