The National Emergency Management Agency (NEMA) is providing advance notice of a potential upcoming procurement activity relating to the Emergency Management Sector Operational Systems (EMS-OS) programme.
This notice follows the earlier Request for Information (RFI) titled “Emergency Management Sector Operational Systems (EMS-OS)”, released on 27 June 2025. The RFI sought information from the market to support NEMA in shaping technology investment decisions and to better understand available solutions, delivery models, and indicative costs.
The EMS-OS programme represents a once-in-a-generation opportunity to significantly uplift emergency management systems across New Zealand.
Across the 4 Rs of Emergency Management (Reduction, Readiness, Response and Recovery), current systems require significant enhancement to improve interoperability, coordination, collaboration, and resilient communications during large-scale emergencies.
Scope of Potential Procurement
NEMA is considering a future procurement for some or all components of the EMS-OS programme, which may include:
• Sector foundational data platform – enabling a shared, secure, and scalable ‘single source of truth’ across national, regional, and local entities
• Sector data and visualisation tools (Common Operating Picture) – providing real-time insights and enhanced situational awareness
• Operational tools to support coordinators – supporting coordination, planning, response, and recovery activities
• Alerting and communications systems (National Warning System) – enabling modern, multi-channel national warnings and public communication
These components are intended to operate in an integrated manner to support a more connected and resilient emergency management sector.
