Overview

This is an advance notice for suppliers who are interested in providing digital identity services to New Zealand government agencies.

DIA will release a new Digital Identity Services channel into Marketplace in the next month. Marketplace seeks to reduce the time, cost and effort for agencies to procure, negotiate and manage engagements with suppliers for digital identity services, freeing up agencies to get on with their core business.

The Digital Identity Services Channel will allow suppliers to provide the following services:

Authentication Services
Enable secure access to digital services. These services provide trusted login solutions and verification checks that reduce fraud and unauthorised access.
Example offerings: single sign-on (SSO) platforms, passkey and multi-factor authentication providers.

Binding Services
Ensure personal or organisational information is correctly linked to the right individual or entity. These services provide trusted verification checks, and integration workflows that reduce fraud and misattribution.
Example offerings: biometric confirmation services, identity binding APIs, and binding verification workflows.

Information Services
Access accurate, verified personal or organisational information with confidence. These services either provide authoritative data or validate data from other sources to ensure it is reliable.
Example offerings: verified data APIs, registry lookup services, information validation (such as address or entity checks).

Verification Support Services
Provide tools, processes, or complete solutions that verify the authenticity or validity of digital credentials. These services can operate as full end-to-end verification offerings or as components that integrate with other verification processes, and they are not required to be accredited.
Example offerings: verification SDKs, verifier applications, cryptographic validation modules, verification API connectors.

Suppliers should note that Credential and Facilitation services are not in the scope of the Marketplace channel as these have been sourced via a direct to market RFP process, for all government agencies to consume as common capabilities.
