The Department of Internal Affairs' Online Gambling Implementation Programme is responsible for the introduction of a new online casino gambling regulatory regime that will support tax collection, minimise harm and provide consumer protections to New Zealanders choosing to gamble online.

The Programme is responsible for both the design and full operationalisation of this new regulatory function. A key component of the regulatory system design is the various standards that will guide licensed operators in licence compliance requirements. This will include but may not be limited to requirements relating to gambling and other technology, harm minimisation, player/consumer protection, anti-money laundering, and broader financial/operational/ data considerations.

The Programme is seeking external expertise in support of:
- rapidly identifying and evaluating standards and other common practices from overseas jurisdictions that will be helpful for this element of the regulatory system design;
- scoping and shaping the standards that will be useful for the New Zealand regulated market;
- developing the standards so that these are drafted by late 2025 and;
- exploring and considering the opportunities and regulatory needs in relation to the specialist gambling technology environment and other technology/data considerations, with which the Department does not currently have experience, and which will be crucial in the regulation of this fully digital gambling environment.
