Service Delivery and Operations (SDO), within the Department of Internal Affairs (DIA), are responsible for the issuance of travel documents that facilitate international travel by New Zealanders. One such document is an Emergency Travel Document (ETD), which are issued to New Zealanders in an emergency to travel home. DIA may issue journey-specific ETDs so long as the relevant requirements under section 22 of the Passports Act 1992 are met. There may also be specific circumstances where the Minister of Internal Affairs is obligated to issue ETDs. This requires a secure system.

Although DIA own the system, New Zealand Ministry of Foreign Affairs & Trade (MFAT) are the primary user, who see it as a critical part of MFAT’s global consular services.

This Request for Proposal (RFP) relates to the procurement of a viable, scalable and secure end-to-end Emergency Travel Document (ETD) solution, accounting for an online application process by an end user, implementation of the practical solution, integration with existing DIA and MFAT systems, and the provision of training material in the use of the system.
