Overview

The Kōtui service plays an important role in meeting the Department’s obligations under the National Library Act. The Kōtui consortia provides New Zealand public libraries with affordable, efficient Library Management software and a 7-day service desk to help them manage their collections. The service also includes functionality for library users that would otherwise have been unaffordable to many councils. See https://ent.kotui.org.nz for further information.

Our existing arrangement for a shared Library Management System (LMS) for Kōtui services runs until 2021. We’re going out for a World-class solution that would meet our requirements by providing Kōtui with enhanced features, services and at a competitive price for the consortia.

The Department is looking for credible service providers who have the capability, experience and infrastructure to deliver a shared Library Management System for a consortium. The current consortium of 39 NZ Local Authorities recognises the unique identities of the member local authorities. During the EoI phase, we are seeking information to allow an initial evaluation of a service provider’s suitability. We will be looking for:
• Excellent vendor customer relationship
• Experience of supporting a large library consortium
• Roadmap for ongoing product / services developments
• Provide a solution that has significant benefits / advantages
• Migration process and costs
• Proven partnerships with relevant third party vendors
• Staff development process and costs
