Notice of Intent (15 March 2017)
Background
1. The Service Delivery and Operations (SDO) Branch of the Department of Internal Affairs (DIA) is responsible for delivering identity and life event related products and services to New Zealanders.
2. The Transforming the System of Service Delivery (TSSD) Programme, run within the SDO Branch, has been established to redesign services to take them from a product-centric to a customer-centric business model. Through this innovation centred programme the Department is seeking to deliver services in more joined up, effective ways including over digital self-service channels.
3. The scope of the transformation includes products and services related to life events including births, deaths, and marriages; identity, passports, and travel documents; citizenship and name changes.
Advance Notice
4. DIA intends to publish a number of Request for Information (RFI) documents on the Government Electronic Tender Service (GETS) in April 2017. Through the RFIs the Department will be seeking information from the market to assist with the development of the business case for the TSSD programme of work.
5. The information gained through the RFI process will also assist in informing the sourcing strategy for any procurement activity required to support the TSSD programme.
Scope
6. DIA is currently finalising the scope of the Services. At this point DIA expects that the Services required will be split into the following clusters:
a. Transformation Support Services (e.g. business process change, organisational change, etc)
b. Customer-centric solutions for life event and identity information management
c. Data services (e.g. data virtualisation (or similar), data quality, business intelligence)
d. Customer identity and access management
7. When it releases its RFI documents, DIA will be interested in receiving responses from suppliers that can support delivery of one, some or all of the Services for the above clusters.
8. No response is required to this NOI. We will publish a further update on our timelines for release of the RFI in early April.
