Overview

The purpose of this advance Notice of Information (NOI) is to advise that the Department of Internal Affairs intends to issue a request for proposals (RFP) on GETS in October 2016 for an all-of-government supplier panel for web services. This is an update to the Web Services Panel NOI issued in August 2016. The scope of the RFP covers professional services in the following areas:

o Information architecture
o Content design
o User insight
o Analytics and search engine optimisation
o Application testing
o Visual design
o Front-end development
o Back-end development
o Native app development
o Website accessibility
o Ongoing technical support.

The panel will be a Common Capability available to all eligible agencies. This includes public service departments and non-public service departments, as well as Crown agencies including Accident Compensation Corporation, Earthquake Commission, Housing New Zealand Corporation, New Zealand Transport Agency, New Zealand Trade and Enterprise, New Zealand Qualifications Authority, Tertiary Education Commission and district health boards.
The RFP is being issued in response to the upcoming expiry of the Common Web Services Panel. Details about that panel can be found at https://www.ict.govt.nz/services/show/CWSP.

A briefing for interested suppliers will be held in Wellington in October. The registration process for the briefing will be made available via GETS at the same time the RFP is advertised.
Responses to the RFP are expected to be submitted in November 2016.

Respondents will be evaluated on their ability to demonstrate a proven approach to capability management, and competence and experience in the service areas listed above, supported by case studies and customer references.
