This advance Notice of Information (NOI) is to advise that the Department of Internal Affairs intends to issue a Request for Proposal (RFP) on GETS in early August 2016 for the provision of an outsourced solution for:
• Cloud Access Security Broker (CASB) services to be offered as a service available from the Telecommunications as a Service (TaaS) Managed Security tower service catalogue.
The Telecommunications as a Service (TaaS) Programme is a joint initiative between the Department of Internal Affairs and the Ministry of Business, Innovation and Employment, on behalf of the Government Chief Information Officer that aims to deliver a range of cross-government telecommunications and managed security services sourced from a range of suppliers appointed to a common capability panel.
The TaaS common capability panel is the first to be “open” where the opening is triggered by a requirement or opportunity rather than a scheduled process. The outcome of the RFP may lead to the appointment of new Suppliers to the TaaS Common Capability Panel for the supply of CASB services
Market activity for CASB is recent and evolving rapidly, as is agencies’ demand for the capability. In June 2014, when the TaaS programme conducted the early market evaluation exercise, neither the TaaS technical team nor contributing agencies were aware of any commercial CASB offering, or a requirement for one, that may have led to the inclusion of a defined service at that time. The subsequent RFP noted the fast moving nature of the market for security services and specifically recognised ‘Advances in Cloud security protection’ in Part A of the published RFP (section 1.15 - Anticipated Future Services).
To provide agencies with the services they are demanding, and to ensure that agencies continue to view TaaS as the most effective vehicle for delivering outcome based services, the TaaS Team seeks to add CASB services to the TaaS Managed Security Service.
Responses to the RFP are expected to be submitted mid-September 2016.
