Overview

Christchurch Polytechnic Institute of Technology (CPIT) is seeking Expressions of Interest (EOI’s) from suitably positioned consortiums, partnerships or entities to develop and operate a new multi-level secure car park facility adjacent to the CPIT Madras Street Campus.

It is envisaged that the facility will be delivered through a Build-Operate-Transfer (BOT) procurement model with the successful consortium, partnership or entity responsible for feasibility, design, construction, maintenance and operation of the facility.

The development is envisaged to provide in the region of 750 secure car park spaces over five distinct levels, with two of those levels dedicated to CPIT student and faculty parking at discounted rates.

The proposed development site is located at 26 – 30 Allen Street and is currently established as an on-grade carpark. The site is well situated amongst established professional, commercial and retail businesses, cafes, restaurants, and the CPIT Madras Street Campus. In addition the site boasts dual street frontage and is in close proximity to planned East Frame inner city community and the Innovation precinct.

The purpose of the EOI stage of the process is to shortlist suitably experienced and capable candidates to proceed forward to the Request for Proposal (RFP) stage which will entail an element of design competition.

Evaluation of the EOI stage will be based on non-price attributes as outlined later in this document and respondents may be offered to present to the panel dependent on the level of interest received.
