Overview

Counties Manukau District Health Board (“CMDHB”) is undertaking a procurement process to identify the most suitable provider(s) who wish to work closely with CMDHB to deliver ‘Intensive Stop Smoking Services’ for Maaori and Pacific people that smoke in Counties Manukau. People within these priority groups that have experience of mental illness and/or addictions, and pregnant women and whaanau/fanau, are further priority groups for these services.

Intensive Stop Smoking Services, also known as ‘Smoking Cessation Services’, are specialist services that assist people to stop smoking by providing the following evidence-based treatment :
• Multi-session behavioural support, usually lasting up to 3 months, which may be delivered in many ways, including face-to-face and telephone contact, and in individual or group settings; combined with
• Access to subsidised nicotine replacement therapy (NRT), or ongoing access if NRT has been initiated by a referring agency; and/or
• Information about access and use of other approved cessation pharmacotherapies, including varenicline (Champix), buproprion (Zyban), and nortriptyline.

The overarching purpose of this procurement process is to identify the most suitable provider(s) and service delivery model(s) for the delivery of these services, in light of the need to achieve:
• A considerable increase in the number of people accessing support (compared to standard models)
• Improved value for money (compared to standard models)
• A high quality of service delivery (i.e. improved engagement and retention rates, and quit outcomes)

Increasing the reach, efficiency and effectiveness of Intensive Stop Smoking Services is a key strategy within the CMDHB Smokefree 2025 initiative. CMDHB is particularly interested in proposals that propose innovative approaches to achieve these aims, and will consider a wide range of potential service providers and service delivery models.

This Registration of Interest (ROI) process is the first stage of a two-stage procurement process. Provider(s) who are shortlisted as a result of this ROI process will be invited to participate in a Request for Proposal (RFP), where they will be provided with a more detailed service specification for the Intensive Stop Smoking Services and required to submit a proposal in accordance with those specifications.
