Overview

Counties Manukau Health (CM Health) and The Ministry of Health (the Ministry) have entered into a learning partnership to develop the evaluation for the Te Ranga Ora (TRO) Programme. TRO is an innovative, equity-focused programme that aims to improve health, experiential and wellbeing outcomes.TRO has been co-designed with the Counties Manukau community, and the approach taken aligns with the best practice identified in the Te Piringa research on developing whaanau-centred, Maaori and Pacific-led health care in the community. The TRO vision is for Maaori, Pacific, and People living in Quintile 5 with two or more Long-Term Conditions (LTCs) and their whaanau to live healthier lives, with equity of health outcomes. The Programme aims to improve people’s health, experiential and wellbeing outcomes living with LTCs recognising the importance of addressing the social determinants of health.

This is an exciting opportunity to make a difference to and strengthen investment approaches to prevent and treat LTCs and achieving equity. TRO is locally led and encourages co-design and empowering whaanau and communities throughout the process. The TRO learning partnership welcomes innovation from potential provider (s) and support doing things differently to create outcomes. This opportunity will allow the selected provider (s) to lead the evaluation, further develop the Programme evaluation framework in addition to working with TRO collectives to co- create change support the development of local evaluation frameworks. The Ministry and CM Health may appoint a provider (or consortium of providers) to ensure the distinct experience and methods required are fully represented in the TRO evaluation and learning partnership. There is an expectation that if more than one provider is selected, the providers will work collaboratively.

This ROI is the first step in a multi-step procurement process. After evaluation, shortlisted Respondent/s will be invited to participate in the RFP process, which will consist of a face-to-face koorero workshop with the TRO collectives and stakeholders. At the conclusion of the workshop, shortlisted providers will be requested to submit a proposal detailing their proposed methodology/approach and cost to develop, implement, and deliver the TRO Evaluation.
