This is a notice of information only – no response is required via GETS.

Counties Manukau Health is developing a new system of care for mental health and addictions. This system of care will be designed and delivered in a partnership between the NGO and community sector, and the DHB. It will see the development of comprehensive, culturally-capable provision delivered within five geographical areas across the Counties Manukau rohe.

The driver for this change is the need to do more to meet the needs of our whaanau with severe and enduring mental illness. We need to ensure equity for our population, with people supported to live longer, healthier lives. Our communities have told us that we need to do more and that we need to do things differently; this message has been echoed by the findings and recommendations of He Ara Oranga.

This system of care will enable people in our communities to have access to a comprehensive, seamless range of services close to their homes and their whaanau. People will see their culture and what matters to them reflected in the care and support that they receive.

We are looking for interest from a broad range of community-connected, culturally-capable, passionate and enterprising providers of primary and community care; providers who put service users and their whaanau at the centre, and who have manaakitanga at the heart of everything that they do.

If your organisation has current mental health or addictions expertise and experience (including related approaches such as Whaanau Ora), or the ability to grow your expertise in mental health and addictions, this opportunity is for you.

We are excited to work differently with our stakeholders; NGO and community providers will be leaders in the design and delivery of this new system of care, drawing on local knowledge and relationships to inform, guide and enable delivery that will meet local need. We invite you to attend one of the hui we are hosting on Monday 23rd, Wednesday 25th, or Monday 30th September 2019.

This provides an update on the Counties Manukau Mental Health and Addictions NGO community opportunity (procurement).
A recent pause in the procurement process allowed for a period of reflection of the substantive changes in the mental health and addictions contextual landscape, they include:
• Review Recommendations and investments at a national level regarding mental health and addiction services and health services generally most notably through ‘He Ara Oranga: Report of the Government Inquiry into Mental Health and Addiction’ and the ‘New Zealand Public Health and Disability System Review’
• Targeted government investment of significant funds into mental health and addictions since the procurement project commenced which has changed the mental health and addictions service landscape.
• The challenging COVID-19 environment which has had, and continues to have, a significant impact on the health sector. Not only has it created a significant level of uncertainty but it has strained the health sector resources and creating barriers to substantive and sustained engagement with our provider community. The latter proved to be a particular barrier in the context of the procurement opportunity.
After considering all these factors, Counties Manukau Health has made the difficult decision to cancel the procurement. The process has provided valuable insights that will inform future decisions regarding mental health and addictions services.
