The Chief Executive of the Canterbury Earthquake Recovery Authority (CERA) is seeking proposals or responses from suitably experienced and qualified consultants (each a Respondent) to form a Panel to provide technical and engineering advice on Te Papa Otakaro / Avon River Precinct, North and East Frame (the project).
CERA (the Client) is seeking, through this RFP, responses from suitability qualified and experienced Respondents for Technical and Engineering services from consultants that are interested in participating in a panel of service providers, from which a number of service providers may be invited to tender for services.
Specific Purpose/Objectives
The Client wishes the Respondent to supply technical and engineering advice to support the Client in the delivery of the projects.
Scope of Work
Construction phase monitoring
• Construction Phase Civil Engineering quality assurance and design issue resolution on the advance works contract; and indicatively the Punt stops, River Terraces, Bridge and Park of Remembrance, Barkers Plantation, North Frame and PGC site; and
• On-Request technical and engineering advice for Margaret Mahy Family Playground and The Terraces (Cashel to Worcester) (note: excludes Civil Engineering services).
Supplier Panel of technical and engineering advice
• On-Request technical and engineering advice to the Client on the Design and Construct tender process, collaborative design and future construction contract for the balance of Te Papa Ōtākaro / Avon River Precinct and the East Frame linear park; and
Note: This Request for Proposal is not for professional advisors or designers to be part of a consortium to tender for the upcoming Design and Construct tenders for the East Frame and Te Papa Ōtākaro / Avon River Precinct.
If a consultancy is part of a consortium which is the preferred tenderer or awarded the pre-contract works construction contract, then they will be excluded from this on-request technical advisory role. Respondents may offer proposals for the services described in this RFP and subsequently withdraw if there is a conflict of interest.
