Overview

Clutha District Council (CDC) and Gore District Council (GDC) have combined resources to submit this joint Registration of Interest (ROI) to the market. The councils are still in discussion on the details of how a joint contract will be compiled. It is possible that two separate contracts will be presented to the market.

CDC owns and operates a road network of approximately 3003km, which includes 14km of state highways that only require works outside the carriageway. It can be broken into various categories as follows:

Gore District Council owns and operates a road network of approximately 896km. It can be broken into various categories as follows:

The Councils are inviting Registrations of Interest from lead contractors to enable them to identify the level of interest from the contracting industry in the work and short-list contractors who will then be invited to prepare detailed submissions early in 2017.

The councils are seeking a Contractor who will operate in an effective partnership and will understand their objectives, obligations and limitations. The annual contract value is in the order of $5.4M for CDC and $2.2M for GDC.

The Councils want to support small to medium local contractors and understand that there is a risk that a single large Contract may be detrimental to the local market. To help mitigate this risk it is expected that a proportion of the tasks will be carried out by local subcontractors. This requirement will be detailed more in the Tender documents.

It is the Councils’ expectations that in response to this ROI, interested parties will be able to demonstrate their interest in, and suitability for the work included in a term maintenance contract from July 2017 through to 2022.

Submissions will be assessed on the submitters’ ability to deliver the scope of works and level of risk to the Councils. The number of Contractors selected to go to the next stage shall be at the discretion of the Councils.

The Councils have a sound knowledge of their assets and the Contractor’s resources required to operate them in an efficient and compliant manner. This knowledge will be used in assessing the appropriateness of the submissions received.
