The purpose of this Advance Notice is to inform suppliers of the upcoming release of a Request for Proposals (RFP) seeking detailed submissions for the Lease and Operation of the Café within Ōmōkihi, the new Library and Customer Service Centre at 66 Colombo Street, Christchurch.
Ōmōkihi is currently under construction and is scheduled to open in November-December 2026. Council anticipates that the Lease will begin in October 2026, with prior access possible for Tenant fit out by mutual agreement.
Council is looking for a Tenant who is an owner-operator with proven experience providing Café services. Ōmōkihi will be a valuable asset to the local community, and the Café offering forms an important piece of this community facility. Council’s vision for the Café is a comfortable and welcoming place, honouring the facility’s gifted name, Ōmōkihi – meaning “a collective space where all are welcome.”
The RFP will require prospective Tenants to supply detailed proposals including evidence of experience and track record in the hospitality industry, details regarding personnel and systems, service and customer delivery methodology, and proof of financial viability. The RFP will provide detailed information to assist Respondents in putting together a successful proposal.
This is an Advance Notice only. All queries relating to the Lease opportunity are to be submitted through the RFP process. The RFP is expected to be released on 10 February 2026 and will be open for responses for a period of 6 weeks.
Important note: Ōmōkihi is an active construction site. Prospective respondents are asked not to attempt to visit the site or approach construction crews for information. Site visits will be arranged during the RFP process to allow prospective Tenants to view the Lease area.
