• Ensuring value for money for Christchurch ratepayers and the wider community by engaging a suitably skilled and experienced Contractor who can deliver the CWTP Secondary Treatment Works efficiently and effectively, while minimising disruption to the community,
• Enhancing the environment by reducing non-compliance.
