Overview

The South Library and Service Centre building was badly damaged in the 2010/2011 earthquakes. On 04 October 2023, Councillors supported a recommendation from the Waihoro Spreydon-Cashmere-Heathcote Community Board and decided on a full rebuild of this facility. Christchurch City Council are now advancing the concept design which is based on the same floor area as the current facility, and provides for the same services – library, customer services, learning centre, café, governance spaces and meeting rooms.
As part of the concept design for the building, we’ve also developed a master plan for the landscape and outdoor areas .
The concept design carefully considers the building’s energy efficiency and the total carbon impact of the project over the life cycle of the building. The design allows for solar panels and EV charging to be included in the future.
The Council needs to confirm extra funding for the project as part of next year’s Long-Term Plan 2024–2034 process, at which point a timeline for construction will be confirmed. At this stage we anticipate construction starting in 2025.
We have developed a procurement strategy for the rebuild of the South Library and Service Centre, which is in accordance with the Council’s Procurement Policy and Framework.
We intend to release an Expression of Interest (EOI) to the open market in March 2024. The purpose of the EOI process is to shortlist contractors with experience and capability relevant to the project, and then to undertake a closed Request for Tender (RFT) process with the shortlisted EOI respondents, to engage a contractor to build the new facility.
The formal procurement documents will include our standard conditions of EOI / RFT which includes that any attempt made by a Respondent to influence the outcome of the EOI or RFT process by canvassing, lobbying or otherwise seeking support of the Council officers or elected representatives of the Council, shall be deemed valid grounds for the exclusion of that Response from the evaluation process.
