Overview

1.1. Christchurch City Council (‘the Council’) began surveying residents on a regular basis in 1991 with the introduction of an Annual Survey of Residents. Over the last decade, the annual survey has included a mix of questions focusing on customer satisfaction and resident perceptions of city issues.
1.2. In early 2009, the Council reviewed Levels of Service in its Activity Management Plans (‘AMP’) which highlighted a need for realignment of survey questions with AMP measures. As a result a decision was made to split the Residents Survey framework into two distinct components which would allow for better coordination of the measurement of resident perceptions of the Council’s performance.
1.3. The first component of the framework is a range of point of contact surveys which are carried out throughout the year at council services that have a very specific customer base.
1.4. The second component (which is the base of this RFP) is the General Service Satisfaction Survey measuring resident satisfaction with Council services that are used by the majority of the Christchurch population. This survey is carried out as two separate telephone surveys in March each year and is the subject of this tender process.
