Overview

Christchurch City Council (the Council) is seeking Expressions of Interest (EOI’s) from suitably qualified project managers (Prospective Suppliers) who are interested in leading the project team to deliver the new Court Theatre building in central Christchurch and wider Performing Arts Precinct.

The purpose of this EOI is to prequalify and shortlist suitable Prospective Suppliers to provide the Services that align with our strategic aspirations:

 Value for money for Christchurch ratepayers and the wider community
 Environmental sustainability
 Social responsibility
 Economic benefit
 Efficiency and effectiveness in the delivery of the Services

The EOI process involves a basic quality attribute evaluation methodology. The intention is for this to be a quick process, avoiding onerous requests from submitters. EOI submissions should clearly demonstrate the Prospective Suppliers proven abilities in relation to the key aspects of the Services Requested. It is anticipated that shortlisted Prospective Suppliers will then be asked to provide commercial proposals under an RFP/RFT process which will focus on methodology, sustainability and price.

The following high level steps are anticipated:
• A short EOI to establish suitable Prospective Suppliers
• An RFP/RFT to shortlisted Prospective Suppliers, encouraging innovation and value for money initiatives
• Negotiation and due diligence stages will be undertaken with Prospective Suppliers
• Recommendations developed and approved

It is the Council’s intention through this EOI that:
• it gains a clear understanding of the market’s capability and capacity to deliver the Services
• Prospective Suppliers provide clear, concise responses to allow Council to robustly evaluate Responses and create a shortlist for the RFP/RFT stage
• it understands whether further efficiency, effectiveness and value can be delivered by Prospective Suppliers
• the Council obtains an understanding of any potential innovation in respect of the Products and/or Services.
