Christchurch City Council (the Council) is seeking Expressions of Interest (EOI’s) from suitably qualified contractors (Respondents) who are interested in providing EQ repairs and building upgrades to both facilities, over a 12 – 24 month period commencing early 2017.

The purpose of this EOI is to pre-qualify and shortlist suitable Respondents to undertake these works. The EOI process involves a quality attribute evaluation methodology. EOI submissions should clearly demonstrate the Respondent's proven abilities in relation to the key aspects of the Contract Works. It is anticipated that shortlisted Respondents will then be asked to provide commercial proposals under an RFP/RFT process.

The following high level steps are anticipated:
An EOI to establish a group of Respondents
A selected RFP/RFT to shortlisted Respondents
An interactive RFP/RFT process to encourage innovation and value for money initiatives
Negotiation and due diligence stages will be undertaken with Respondents
Recommendations developed and approved

It is the Council's intention through this EOI that:
it gains a clear understanding of the markets capability and capacity to deliver the Contract Works
Respondents provide clear, concise responses to allow the Council to robustly evaluate Responses and create a shortlist for the RFP/RFT stage
it understands whether further efficiency, effectiveness and value can be delivered by Respondents
the Council obtains an understanding of any potential innovation in respect of the Contract Works.
