Overview

During the 2011 earthquakes, social housing complex 'Tommy Taylor' suffered appreciable displacement. Due to the directionality of the ground acceleration the north wing experienced up to 200mm of global settlement, resulting in a visible lean towards the north (Brougham Street). The west wing did not suffer in the same way.

Having engaged Opus as the lead engineer for the repairs to this complex, a detailed design solution has been established which will see the complex returned to the level of service for which it was in constructed 2001.

Prior to re-levelling the north wing 12nr 600mm diameter concrete bored piles will need to be placed to a level of approximately 30 meters to provide suitable founding from within the gravel layers situated at this depth. Special consideration should be given to the proximity of Brougham Street which is adjacent to the complex boundary. Detailed engineering designs have been completed for the construction of the new ring beams and ground floor concrete slab which will form part of these repairs.

Following on from the successful remediation of the settlement encountered throughout the north wing all 25 units within the complex will benefit from cosmetic repairs where required.

The Scope for this EOI is broken down into two parts:

1. Underground works (including the structural floor slab); and
2. Aboveground repairs.

The Council is open-minded as to whether the same Prospective Supplier delivers 1/ the Underground Works only; 2/ the Aboveground Repairs only; or 3/ the Underground Works and the Aboveground Repairs. On that basis, Prospective Suppliers have a choice in how they respond to this EOI.

The main purpose of this EOI is to prequalify and shortlist suitable Prospective Suppliers through non-price attribute evaluation methodology. EOI submissions should clearly and concisely demonstrate the Prospective Supplier's proven abilities in relation to the key aspects of the scope of the requested services. It is anticipated that shortlisted Prospective Suppliers will then be asked to provide commercial proposals under an RFP process.
