Rule 12.3(a) permits direct sourcing where only one supplier is capable of delivering the required services, or where no reasonable substitute exists.
In this case, Southpac Aerospace Pty Ltd is the only supplier capable of delivering both Aviation Safety Management Systems (SMS) Training and Safety and Lead Auditor Skills Training. No reasonable substitute has been identified that can meet the Civil Aviation Authority's regulatory, operational, certification, and advisory requirements without introducing significant regulatory, operational, and reputational risk.
Southpac Aerospace Pty Ltd is uniquely positioned to provide both training programmes through an integrated aviation-specific approach. The training is tailored to aviation regulatory oversight activities and incorporates practical industry application relevant to the operating environment. In addition, Southpac Aerospace Pty Ltd can deliver the training face-to-face within New Zealand.
This decision is supported by a documented market assessment completed prior to supplier engagement, which confirmed that no alternative supplier could provide the required combination of services and aviation-specific expertise.
