This RFP is part of a two-step tender process, the successful candidates from the ROI evaluation are now invited to a closed RFP. The purpose is to review programme and pricing from the successful shortlisted candidates to support contract formation under NZS 3910:2023 prior to contract award.

What we need
BSI Scion Group seeks to appoint a main construction contractor to refurbish an existing 1970s laboratory to meet PC2 laboratory specifications, accommodating both new and existing laboratory equipment. The contractor will be responsible for all construction activities associated with the build and must be able to mobilize in Rotorua by May 2026. The project must comply with current building codes and standards and be delivered to a high-quality finish meeting PC2 standards. The contractor must demonstrate strong collaboration skills, experience managing works on a live site, and proven ability to deliver within agreed timeframes. A successful outcome will be the provision to BSI Scion Group the infrastructure to expand its research capabilities.
What we don’t want
We do not want responses from contractors that are unable to meet the Program's Timeframe, budget, or unable to meet the Preconditions and Evaluation Criteria. All respondents are expected to demonstrate considerable construction experience, and an excellent track record of health and safety.
We would like to see a clear construction program in draft of how the respondent intends to meet the timeframe and a transparent pricing breakdown noting any exclusions, and/or assumptions.
