Overview

New Zealand Institute for Bioeconomy Science Limited trading as Bioeconomy Science Institute (BSI) Scion Group is providing advance for a Lead Contractor for the installation of a new internal lift including removal and make-good of the existing lift and lift shaft.

This Advance Notice is issued to give the construction market early visibility and time to prepare for the tender process.

Project Overview
The project will involve construction works including:
• Removal of the existing lift and associated components, including make-good to the existing lift shaft
• Enabling works to support installation of a client-procured lift spanning three levels
• Penetration through a concrete floor slab between basement and ground floor
• Delivery of works within an occupied building environment, including access management, noise/dust control, and site safety controls
• Coordination of multiple trades and interfaces, including electrical, fire services (including sprinklers if applicable), data, and building services
• Compliance with all relevant building, health and safety, and quality requirements

Scope of the Lead Contractor Role
The Lead Contractor will be responsible for:
• Overall construction management and site coordination
• Managing the programme, sequencing, and subcontractor activities
• Health & Safety leadership and compliance management
• Quality assurance and construction monitoring
• Cost control, reporting, and management of construction activities
• Working collaboratively with the client, consultants, and stakeholders
• Delivery of works to specification, budget, and agreed timeframes

• RFP / Tender release: early February 2026
• Tender closing: early March 2026

Supplier Requirements (Indicative)
Respondents will likely be required to demonstrate:
• Relevant experience as a lead contractor on similar building and/or live environment projects
• Strong health and safety performance, supported by recognised prequalification (SiteWise, Totika, or equivalent)
• Capacity and capability to deliver within the required timeframe
• Robust quality management systems
• Financial capacity appropriate to the scale and risk profile of the works
