BOPLASS manages a high-speed, largely fibre-based wide-area network (WAN) known as the Inter-Council Network (referred to as the ICN hereafter) on behalf of participating BOPLASS member councils. This network provides connectivity between councils for the sharing of information and services, as well as WAN services for individual councils between their offices.

Councils currently participating in the ICN service include:

• Opotiki District Council (ODC)
• Rotorua Lakes Council (RLC)
• Tauranga City Council (TCC)
• Western Bay of Plenty District Council (WBOPDC)
