Overview

This procurement relates to the delivery of the Auckland Transport Network Cleanup Project, aimed at surveying and collecting redundant traffic gear from all roads within the Auckland Transport network.

For any project requiring a TTM plan, TTM gear is placed in the network, and this is not always collected at the end of the project. Gear that is not related to a site, or actively in use to mitigate risks, is referred to as redundant gear. Further context can be found at: https://at.govt.nz/about-us/working-on-the-road/traffic-management-plans

Previously, these services have been provided by volunteers and ad-hoc efforts, which have proven insufficient in maintaining the desired level of aesthetic and safety. As of October 2022, a survey covering nearly 400 km sample, revealed the scale of the issue estimating approximately 45,000 redundant items on the network, with an average of 5.8 items per km, and up to 25 items per km in some areas. These counts included gear sighted within some private and semi-private locations (i.e. churches, malls, car parks etc.)

A recently administered collection covering approximately 1,070 km of the network (equating to 20% of the urban network) had 2,613 items collected. The process involved an auditor from the advisory team assisting in the first few collections to ensure clarity of understanding around what redundant gear is and is not.

Going forward, we wish to engage a professional contractor to ensure a systematic, efficient, and reliable approach to this task. This strategy will involve bi-annual surveys and collections, with a focus on accuracy, compliance, and environmental responsibility. By addressing this issue comprehensively, we aim to enhance road safety, reduce environmental impact, and improve the overall aesthetic and functional quality of Auckland’s transport network.
