Overview

This procurement plan seeks approval to engage a suitable marine designer, supported by a naval architect, to progress the preliminary design for Pier 2. Worley produced “Issue for Construction”
documentation in FY22/23 to allow Auckland Transport to engage the market for a suitable marine contractor for construction in FY23/24.

Applying lessons learned from the Pier 1 works, it is proposed that AT nominate the same gangway supplier, Manson Engineering, as a nominated supplier for the Pier 2 works, to inform the design process.
Replacement of the Pier 1 berthing structure was found to be extremely complex due to pontoon instability issues, and the lessons learned from that experience have highlighted the need to minimise the number of
design interfaces to achieve a better design overall, thus avoiding the pitfalls encountered for Pier 1.

The successful designers will be required to:
 Review Worley’s current design information
 Develop the Preliminary Design into a Developed Design, Detailed Design and then subsequent Issue for Construction drawings.
 Develop a Design Report which outlines compliance with Principal Requirements
 Develop plans and documentation required for a Resource Consent submission. The submission itself will be managed by AT’s Planning team.
 Co-ordinate with nominated gangway supplier to ensure a coherent design.
 Assist with the tender pack compilation e.g. schedule of prices, specification, basis of payment etc
 Manage a risk management process for safety in design and potential constructions risks.
 Assist with the review of construction methodology during construction phase.
 It is likely that the designer will also undertake MSQA activities, however, this will be determined closer to the implementation phase.
