Overview

This RFP is issued on behalf of Auckland Transport and the NZ Transport Agency ("the Clients"). The intention is to establish an Alliance, being a professional services alliance, to include the Clients, a Preferred Legal Provider and a Preferred Planning and Engineering Provider (from a separate, request for proposal).

The Alliance will have primary responsibility to deliver the Alliance programme, in the period 2017 to 2022, for the completion of business cases and securing the route protection of the preferred transport network for the future urban growth areas of the Auckland region.

The outcome of this RFP will be the selection of the preferred Legal Provider, from the legal proponents, for the provision of legal services required for the Alliance. The number of constituent organisations for a Legal Proponent is not prescribed. With the large scale of works (legal, planning and engineering consultancy), and potential five year duration of the Alliance, it is envisaged that a Legal Proponent may be made up of a consortia of legal firms and/or consultancies, including joint ventures or other partnering relationships, to provide the necessary legal services for the Alliance.

The Clients will select a Preferred Planning and Engineering Provider through a separate procurement process. The Preferred Legal Provider and the Preferred Planning and Engineering Provider will be required to seamlessly integrate with the Clients into the Alliance.

Legal Proponents need to provide the right people with the necessary vision, experience, capacity, understanding and commitment to deliver the outcomes sought by the Clients for the TNfG Programme. The creation of the Alliance presents an opportunity for the NOPs to have a long term commercial relationship with the Clients for the supply of professional services and, in doing so, make a substantial contribution to the future form and success of Auckland’s future urban growth areas.
