The Healthy Waters department of Auckland Council delivers a large volume of capex projects of varying sizes and work categories in each financial year. In order to ensure increased and focused programme delivery Healthy Waters has received approval to adopt a Programme Delivery Model through a framework of suppliers for design and construction for each work category (with the inclusion of an expert panel). This Programme Delivery model will ensure delivery of the complex and extensive Healthy Waters programme in the most efficient manner while also meeting Auckland Council’s targets around Social and Sustainable outcomes, as well as targets to improve outcomes for Maori.

This Request for Expressions of Interest (REOI) is issued to the market as the first Stage of a two-part process to identify stormwater design engineers and specialists to be engaged on Healthy Waters’ Delivery Programmes.

Suppliers having the required experience and capabilities are encouraged to respond to this significant opportunity to work collaboratively with Auckland Council to deliver a significant programme of work spanning a potential six years. There is also a potential for scalability of this arrangement to include other capex programmes depending on the future council strategy and updated Three Waters strategy currently under review by Te Taiwhenua – Department of Internal Affairs.
