Background
Auckland Council provides funding of over $61 million annually to a range of cultural heritage institutions, including Auckland Museum, Museum of Transport and Technology (MOTAT), New Zealand Maritime Museum, Auckland Art Gallery, and Stardome Observatory and Planetarium.
Auckland’s Arts and Culture Strategic Action Plan (Toi Whītiki) was adopted by council in October 2015. It sets goals and priorities for the cultural sector to (among other things): “Support a network of complementary arts and cultural institutions and facilities”, and “Ensure governance and funding arrangements of council-funded institutions enable them to operate sustainably and collaboratively”.
The sector currently faces a range of both short and longer-term investment challenges. Given this, on 21 March 2017 Auckland Council approved establishment of an independent review of Auckland’s major cultural heritage institutions.
The review
The purpose of the review is to establish:
• whether there is a case for change to achieve greater strategic and structural coherence and value from Council investment in the cultural heritage sector.
• the strategic priorities council and the sector should pursue in future from ongoing investment in the institutions
• the nature of any structural or governance changes necessary to achieve those priorities.
The review will build on previous reports for council about the sector. Individual institutions also have their own strategic plans. There may be national level (including central government) strategies, priorities or planned investments. The reviewer should specifically aim to bring all this material together and assess it.
