This Request for Proposals (RFP) is issued by the Ministry of Education, referred to below as “the Buyer”, “the Ministry” or “we” or “us”.
The Ministry is undertaking a multi-year refresh of the national curricula, including The New Zealand Curriculum | Te Mātaiaho (NZC), to provide a clearer, more coherent, knowledge-rich framework aligned with the science of learning and evidence-informed high-impact explicit teaching pedagogies.
The refreshed curriculum is being implemented in phases between 2026 and 2030, requiring sustained system support Timeframes for PLD Rollout.
Professional Learning and Development (PLD) is a critical enabler of successful implementation of the New Zealand Curriculum | Te Mātaiaho (NZC), supporting teachers and leaders to build capability in knowledge-rich curriculum delivery, evidence-based teaching practices, and effective use of data and assessment.
This RFP is an open procurement process via Government Electronic Tender System (GETS) and invitation to submit a response to provide PLD Service for Year 0-10 and cover one or more of the six Learning Areas (Science, Social Sciences, English, Art, Technology, Learning Languages) of the revised curriculum.
We are seeking a single supplier / consortium per Learning Area to deliver PLD. Suppliers may bid for one, multiple or all of the Learning Areas for teachers in Years 0-10 across the Ministry’s twelve regions, with the service commencing from Term 2 2027.
PLD delivery design must be scalable and aligned with requirements outlined in this RFP and inclusive of all travel costs. Suppliers may propose delivery approaches within the RFP parameters, but their responses must be within the indicative budgets, delivered within the prescribed timeframes, and will require the delivery of at least two face to face sessions in each of the Ministry’s twelve regions every year.
