Overview

This RFT relates to the engagement of a competent Contractor to undertake the construction of a new animal shelter facility (kennel and administration blocks) at the existing NCC Onekawa depot site, in accordance with the completed Detailed Design documentation.
Outcome sought: A fit-for-purpose animal shelter with passive temperature control, appropriate animal welfare standards, improved staff safety, reduced ongoing maintenance costs, and building consent-ready construction.
History: The existing facility has developed in an ad hoc manner and is no longer fit for purpose, with increasing maintenance costs and limitations on animal welfare, staff safety, and workflow. A Detailed Design phase (PRUID100579 / C2805) was completed separately by Etch Ltd between February and April 2025 to establish constructability ahead of this construction procurement.

Overview of the programme: This is a standalone capital project, not part of a wider programme of work. Construction is budgeted across the 2026/27 and 2027/28 financial years, funded through the 2024 Long Term Plan, with a Business Case approved by Council on 25 May 2026.In summary, the Scope of Work includes:
Construction of a new administration/office block and kennel block, comprising general, dangerous dog, and isolation/quarantine kennels, a food preparation and staff amenity area, dog wash and exercise areas, using a lightweight structure with precast concrete panels up to 1.2m in height. Associated works including carparking, external security fencing, and landscaping.
