The opportunity
This RFP is issued by the Community Vision and Delivery Group, Horowhenua District Council (HDC).
Horowhenua District Council invites proposals from suitably qualified civil and landscape contractors to deliver Stage One of the Levin Domain Interface Enhancement Project. The project will create a welcoming Salisbury Street entrance, improve connections with Gladys Taylor Park and the town centre, and provide accessible, durable public-realm infrastructure.
What we need
Council requires one supplier to coordinate the complete delivery of the works, including site verification, a limited dimensioned construction sketch for the entrance, removal of two identified Salisbury Street trees, pathways, ramp and stairs, gates, fencing, landscaping, drainage, public protection and reinstatement.
What we don’t want
HDC does not want Proposals from suppliers unable to coordinate and provide day-to-day oversight of the complete works, or Proposals that rely on scaling the artist impressions, transfer construction planning back to Council, or compromise accessibility, durability or maintainability to achieve a lower price.
What’s important to us?
•A safe and accessible solution that can be constructed within the intended footprint.
•A durable, low-maintenance finish suitable for an intensively used public reserve.
•Clear methodology for managing the live public environment, retained trees, traffic and adjoining activities.
•Transparent, sustainable pricing based on the Council pricing basis and clearly stated assumptions.
Why should you bid?
This is an opportunity to deliver a highly visible civic improvement within one of Levin’s key public spaces. The successful supplier will help create a safer, more accessible and welcoming connection between the town centre, Gladys Taylor Park and Levin Domain, while demonstrating expertise in public-realm, civil and landscape construction. The completed works will provide a lasting community asset and contribute to the wider Levin Town Centre Transformation.
