Bay of Plenty Regional Council Toi Moana is preparing to procure the next generation of Tauranga Urban, Tauranga School and Rotorua Urban bus services through a future open Request for Proposal (RFP).
These services will play a key role in delivering reliable, safe, accessible and customer-focused public transport across the Bay of Plenty.
The proposed procurement includes four service units: Tauranga Eastern, Tauranga Northern and Central, Tauranga School, and Rotorua Urban Bus Services.
Through this Request for Comment (RFC), BOPRC is seeking industry feedback on the draft procurement documents to help ensure the final requirements are clear, practical, commercially workable and capable of supporting successful long-term service delivery.
Feedback is sought on matters such as service scope, operational requirements, mobilisation timeframes, vehicle standards, zero-emission fleet expectations, performance measures, contract arrangements, risk allocation and proposed offer structures.
BOPRC is particularly interested in identifying material issues, inconsistencies, information gaps or requirements that may create unintended barriers to participation, affect pricing, delay mobilisation or impact service delivery outcomes.
Feedback received will be considered as BOPRC finalises the procurement documents ahead of the formal RFP process. Participation in this RFC is voluntary and will not influence eligibility or evaluation in any subsequent procurement process.
This RFC is not a tender or a general invitation for alternative proposals or ideas.
