The NZ Transport Agency (NZTA) invites Registrations of Interest (ROI) from Legal environmental and resource management (RMA) suppliers, or consortia, who are All of Government panel members and who have the right people with the necessary vision, experience, capacity, understanding and commitment to deliver outstanding outcomes as the Legal RMA services team on the City Centre to Māngere Light Rail project.
Scope
The key components of the CC2M Legal Advisory (RMA) Services Contract will comprise, with a focus on facilitating and achieving the Project’s objectives:
a) Development of the legal case strategy;
b) Legal advice on legal issues arising, as required;
c) Taking a proactive approach to identifying risks to the consenting process and working with the Project Team to avoid or mitigate these risks and optimise extent of design development to support RMA outcomes needed;
d) Active involvement in the strategy for, and preparation and review of RMA application documentation to ensure it satisfies all RMA legal requirements;
e) Preparation for relevant aspects of the RMA hearing process, including:
a. Evidence, including appropriate peer reviews;
b. Legal submissions;
c. Engagement with the consent authority, Environment Court and/or EPA;
d. Review of all third party reports, court documents, evidence and submissions (in conjunction with Project Team and experts as required);
e. Preparation of all necessary legal documentation for consent hearings;
f) Engagement, negotiation and drafting agreements with stakeholders, affected parties and RMA submitters in conjunction with Project Team;
g) Advice to the property team in development of the property strategy and early acquisition of land, as required; and
h) Assisting with resolution of any appeals, as required by NZTA.
Request for Proposal
The Request for Proposal (RFP) will use the quality based supplier selection method to select a Preferred Proponent and will be issued on 26 October 2018, only to those applicants who have submitted an acceptable ROI.
ROI Response
The ROI will be open for one week and will close at 4:00pm on Thursday 18th October via the GETS eTender Box. Hard copy, facsimile (FAX) or electronic (by email) tenders, delivered direct to NZTA, will not be accepted
ROI submissions shall be limited to name of the company, address, contact details and a maximum of two paragraphs briefly outlining the firm’s/consortia’s ability to respond to all aspects of the RFP.
