Overview

The Transport Agency is seeking Registrations of Interest (RoI) from suitably experienced and competent professional services suppliers to develop an Indicative Business Case for SH2 intersection improvements at Melling. Investment in SH2 at Melling will seek to improve the safety and efficiency of this part of Wellington’s road network.

The successful supplier will develop a long list of intersection improvement options and using a robust, transparent and repeatable evaluation framework to develop a shortlist and subsequently identify a preferred option. The tender will include provisional sums for the development of a Detailed Business Case (DBC) and Consent Authority Hearings.

The supplier will be required to develop the IBC with the active involvement of the Transport Agency team and key stakeholders so that the process results in suitable buy-in to the preferred option and need for investment.

ROI involves submitting a single A4 page letter in response to this advertisement, advising the name of the company or parties within a consortium, details for the nominated contact person and any key sub-consultants.

The Transport Agency reserves the right to shortlist applicants through a Statement of Interest and Ability (SIA) process if the number of registered parties makes this necessary. Final Tendering of the contract will be by invitation to contractors registered through this ROI process and shortlisted through the SIA (if necessary); the tender will not be re-advertised publicly.

It is envisaged a Request for Tenders will be published in the week commencing 18 April 2016, with the planned contract commencement date on 11 July 2016.

Written ROI are to be emailed to the Contracts Administrator: wro.contracts@nzta.govt.nz by 4pm Friday 8 April 2016.
