Request for Proposal For the Supply of Mailers to New Zealand Post Limited

New Zealand Post is looking to procure compostable mailers. These mailers need to be environmentally credible across the full value chain, ‘fit for purpose’ in terms of durability and network performance and compliant with New Zealand Post inventory management processes.
We hope to partner with somebody that not only understands the importance of these products in our business but also the impact these products have on both our sending and receiving customers.
We currently purchase approximately 16 million flats and bubble mailers (various sizes) annually. This number includes our own branded mailers, and a small number of custom branded mailers.

Mailers must be compliant with:
- Australian Standard AS 4736-2006: Biodegradable Plastic-Biodegradable Plastics Suitable for Composting and other Microbial Treatment, and
- AS 5810-2010: Biodegradable Plastics—Biodegradable Plastics Suitable for Home Composting which relate to Composting.

They must also be accepted by commercial composters in New Zealand. We also expect our supplier to meet the requirements of our inventory management systems and the associated technological processes involved i.e. barcode manifests.


We will be evaluating responses to the RFP against value chain criteria to ensure we understand the advantages and disadvantages at all stages of the product life cycle and are not creating unintended negative outcomes elsewhere.
The purpose of this RFP is to ensure we have all the information we need in order to make a fully informed decision that supports a compostable material helping us to move towards our goal, and if so – select a supplier to provide said mailers on an ongoing basis.

As part of this process a preferred respondent may be selected and worked with to ensure the product is fit for purpose. Further testing of the product may be necessary to confirm this.
