Overview

New Zealand Defence Force (NZDF) is seeking Registrations of Interest (ROI) from suppliers who have the experience, capacity and capability to assist NZDF to replace the North, East & West boundary fence with a more secure option.

Statutory requirements under the Auckland Council's imminent Regional Pest Management Plan (Biosecurity Act), DOC's execution of its Auckland Deer Plan (WAC Act) and our consent for the construction and maintenance of the boundary fence around the Ardmore Military Training Area (AMTA) (Resource Management Act) all require NZDF to have and maintain a "zero density' of deer within the AMTA. Failure to comply with any or all of these is likely to invoke legal action against NZDF. In addition, NZDF's obligation to be good stewards of Crown assets, including its biodiversity assets, demands the management of deer in the AMTA.

It was identified in 2016 that the current perimeter fence around the AMTA does not meet the minimum NZDF security requirements. Since identifying this situation in 2016, there has been an increase in the number of security concerns identifying trespassers entering AMTA. Due to this situation, there are major public safety and NZDF personnel safety concerns that need to be addressed to minimise risk.

Questions are encouraged and you may request that they are kept confidential providing that they are commercially sensitive. NZDF reserves the right to provide supplementary information to all respondents should a confidential question highlight a point requiring clarification to other respondents.

All enquiries regarding this ROI must be in writing through NZDF's SmartProcure message system. NZDF will endeavour to respond in writing to written enquiries within two working days.
