Overview

Last year an Expert Panel advising the Minister of Social Development, Hon Anne Tolley, on the reform of New Zealand's care and protection system noted that:

Social workers and caregivers alone cannot deliver this solution. Families, communities, agencies, and all New Zealanders must step forward and claim these vulnerable children as their own, recognising the part they can play in improving their lives.

The Panel's final report identified foundational building blocks for the new system, including a programme to engage all New Zealanders. The Engaging all New Zealanders programme is a community-based social action initiative that seeks 'to substantially move the dial for our children and young people, all New Zealanders need to contribute to their well-being'

We are looking for a partner to undertake benchmarking research to identify New Zealanders' awareness and understanding of child vulnerability and wellbeing as well as their attitudes and behaviours towards children. This research will both inform the programme and enable measurement of societal change via future monitoring surveys.

The research supplier will:
Develop and lead the design, data collection, analysis and reporting of the initial benchmark findings.
Ensure that the research represents the diverse face of New Zealand. However, we require a focus on Maori and Pacific peoples, given the over-representation of Maori and Pacific children and youth in the care and protection system.

The Ministry is looking for a credible and capable provider with the expertise and experience to deliver high quality and relevant benchmarking research. They need to have a proven track record in research relating to social action programmes, and demonstrate they understand our target audiences.
