Overview

What we need?
There is no argument that good leadership is linked with a high performing Health and Disability System (the System). We need to strengthen leadership capability to address the current organisational issues identified in the Health and Disability System review 2020 which include; the inability to retain good leaders; the system not reflecting the diversity of the New Zealand population and the need for a culture change with more focused leadership.

The development of leadership programmes aims to build and strengthen an equitable and sustainable pipeline of competent leaders in the system who are equipped with knowledge, skills and values they require to succeed, and who are representative of the communities they serve (with particular focus on Māori, pacific and the disabled population).

The Ministry’s Health Workforce Directorate is seeking to appoint a supplier or consortium of suppliers to complete three stages of work:

1. Initial discovery work to understand where the leadership development needs lie within the New Zealand Health and Disability system with a particular focus from a Māori, Pacific, disabled peoples and rural lens. This will be used to inform where the Ministry should invest in developing leadership programmes and at what level.

2. Based on this knowledge the supplier will co-design the leadership programmes (with the sector). This is to ensure we are designing leadership programmes with the sector and for the sector.

3. The third stream will be to pilot a series of leadership programmes across suppliers based on the discovery phase.
The successful supplier will work collaboratively with the Ministry and the Health and Disability sector stakeholders to discover what the needs are and where the greatest value add is.
