The Ministry is seeking to increase participation in early childhood education (ECE). This is in conjunction with the Government’s Better Public Services (BPS) target that in 2016, 98% of children starting school will have participated in quality early ECE.

The Ministry of Education is seeking providers to establish new child places in Target areas identified and selected for TAP3 funding. These areas are characterised by low rates of ECE participation, significant numbers of non-participating children, and insufficient child places to cater for these non-participating children. Sites must be within the identified or adjacent to the listed priority Census Area Unit within Bay of Plenty - Waiariki.
