The National Policy Statement for Freshwater Management (NPS-FM) requires regional councils to set freshwater objectives. The NPS-FM includes the National Objectives Framework (NOF) which defines attributes that assists regional councils to set freshwater objectives.
The NOF does not currently include an attribute for instream temperature despite the importance of the temperature regime on freshwater ecosystems in New Zealand. The Ministry is seeking to procure research to support inclusion of an instream temperature attribute in the NOF.
The Ministry is looking for credible providers who have the capability, experience and infrastructure to deliver a research programme of this kind. They need to have a good track record in the collation and analysis of instream temperature data and a wide-ranging understanding of how instream temperature influences water composition and aquatic ecosystems.
