Overview

The Ministry of Business, Innovation and Employment (MBIE) is seeking proposals for the delivery of a Migrant Workplace Communication Programme that supports the outcomes of the Government’s Migrant Settlement & Integration Strategy (the Strategy) for new and recent migrants to New Zealand. The Programme supports the Employment outcome of the Strategy: Working-age migrants have work that matches their skills and New Zealand-ready qualifications.

MBIE is seeking to work with the market to deliver a Wellington-based service that helps highly skilled migrants (qualifications at Level 7 and above on the New Zealand Qualifications Framework) prepare for employment that matches their skills and qualifications. Outcomes of the service will be the employment of highly skilled participants in permanent roles commensurate with their skills and qualifications.

MBIE is looking for credible providers who have the academic rigour and research evidence, best practice experience and capability to provide a cohesive and reliable course of practical advice, information and training about succeeding in the New Zealand workplace. The provider will have an extensive and nuanced understanding of the New Zealand workplace and how this differs from others, as well as an understanding of the barriers to employment for highly skilled migrants within a New Zealand setting. The supplier must be familiar with the Strategy and is already working with highly skilled newcomers to assist their integration into the workplace.

This is a unique opportunity for interested specialist suppliers to work with Immigration New Zealand’s (INZ) Settlement Unit and with MBIE to enhance the lives of highly skilled newcomers. These services underpin the effectiveness of highly skilled newcomers settling into New Zealand in roles that match their skills and qualifications. Drawing on their investment in best practice workplace communication research, respondents will have the opportunity to contribute to the growth of the New Zealand economy and to grow New Zealand for all. This ROI is the first step in a multi-step procurement process. Following evaluation shortlisted Respondent/s may be invited to submit a full proposal in response to a Request for Proposal (RFP). This document deals only with the first step, i.e. the ROI process.
