1) INTRODUCTION
Housing New Zealand Corporation (HNZ) is a Crown agency that manages housing on behalf of the New Zealand government. Its role is to provide healthy, comfortable and fit-for-purpose housing for people in need, for the duration of their need.
HNZ focuses on the efficient and effective management of state houses and the tenancies of those living in them. HNZ owns or manages approximately 64,000 properties nationwide, including about 1,500 houses for community groups providing residential services. More than 184,000 people live in HNZ properties.

2) BACKGROUND TO THE REQUEST FOR INFORMATION (RFI)
As a separate initiative HNZ is about to issue a Request for Proposal (RFP) with the aim of appointing a supplier which can provide a Customer Identity and Access Management (CIAM) capability that is responsible for ensuring the smooth integration between HNZ, its tenants, maintenance contractors and other government agencies, and provides services to:
a. Register and verify their identity
b. Enable alternative authentication services (e.g. RealMe and Social Networking)
c. Provide authentication and authorisation services (based on OAuth 2 and OpenID Connect)
d. Delegated administration and authorisation
e. Delegated management services for Organisations and Groups
3) PURPOSE OF THE RFI
The purpose of this RFI is to gather information to understand the range of ABAC suppliers in the market and understand more about their associated capabilities.
HNZ is seeking information about possible (ABAC) solutions which can be applied to provide access controls to API services.
