Following balance sheet separation from Auckland Council, Watercare is transitioning to a programmatic delivery model that prioritises long-term market partnerships and collaborative de-risking.&lt;br&gt;The RSSU is the cornerstone of the Rosedale Upgrade Programme (RUP). The primary objective is the integration of a Thermal Hydrolysis Plant (THP) to enhance sludge treatment capacity, improve biogas yield, and reduce biosolid volumes.&lt;br&gt;&lt;br&gt;&lt;br&gt;What we need:&lt;br&gt;&lt;br&gt;Watercare is seeking a Design and Construct (D&amp;amp;C) Contractor to deliver the Rosedale Solids Stream Upgrade (RSSU). This project is a critical component of the broader Rosedale Upgrade Programme (RUP) and is centred on the integration of a Thermal Hydrolysis Plant (THP).&lt;br&gt;The successful contractor must demonstrate the capability to:&lt;br&gt;• Integrate complex THP technology into a live, brownfield wastewater treatment plant environment.&lt;br&gt;• Deploy a Tier-1 project team with a proven track record in collaborative delivery and a "best for project" mindset.&lt;br&gt;• Collaborate within an Early Contractor Involvement (ECI) framework to de-risk the project and refine the Target Contract Price.&lt;br&gt;• Manage highly technical interfaces between Watercare-procured equipment, existing site assets, and new infrastructure.&lt;br&gt;&lt;br&gt;The procurement will transition from this Registration of Interest (ROI) phase into an 11-week interactive RFP phase with up to three selected participants. Watercare intends to transition to an ECI Phase with the successful Participant, expected to be completed by April 2027. The delivery of the project will be governed by an incentivised Blended Target Cost D&amp;amp;C contract using the NZS 3916:2025 form.&lt;/td&gt;&lt;/tr&gt;&lt;/table&gt;</description>

The services will support the restoration of public assets following excavation or maintenance activities and must deliver reinstated surfaces that are durable, safe, and visually consistent with the surrounding environment.&lt;br&gt;All works are required to comply with applicable regulatory and industry standards, including the National Code of Practice for Utility Operators’ Access to Transport Corridors, NZ Transport Agency (NZTA) and Auckland Transport reinstatement standards, and all obligations under the Health and Safety at Work Act 2015, as well as relevant environmental legislation. Suppliers must demonstrate robust health, safety, quality, and environmental management practices.&lt;br&gt;The supplier will be expected to plan and execute works in a manner that minimises disruption to the public, road users, and adjacent stakeholders, while consistently meeting agreed timeframes and performance requirements. Compliance with all permitting and approval processes, including the submission and management of Corridor Access Requests is mandatory.&lt;br&gt;The desired outcome is the delivery of reinstated concrete and asphalt surfaces that meet or exceed original condition, ensure ongoing public safety, and contribute to the long term integrity and resilience of Auckland’s infrastructure. Suppliers are additionally encouraged to identify opportunities for innovative and sustainable solutions where practicable.&lt;/td&gt;&lt;/tr&gt;&lt;/table&gt;</description>
