Overview

The Water Data Programme commenced on 1 August 2019 and will run for two years. Its purpose is to transform the way Environment Canterbury governs, monitors, manages and shares water data into an integrated whole system that enables us to understand our water data and manage our data and technology more efficiently. This foundational work will enable us to have real time, quality assured water data infrastructure that enables appropriate, next generation water models, including forecasting, for Canterbury. The scope of the work is to answer 17 questions with ease covering water allocation, consenting and use; consent compliance; plan effectiveness, and the state of the resource.
The programme champions a new way of working for Environment Canterbury; where previously we might have outsourced this type of work, we have chosen to use the extensive expertise that our current staff have by bringing roles together from across the organisation into a seconded multidisciplinary team supplemented with external experts.
This RFP defines an opportunity to contribute to the work of this unique, hugely anticipated programme. The external expertise can be filled in a number of ways e.g. fixed term employees, secondments, consultants, consultancy, completion of discreet pieces of work. Areas of current need are:
a. Data scientist with Hydrology / water data expertise and python programming experience
b. GIS – preferably with hydrology skills
c. API development and integration
d. Planning – familiar with Canterbury plans
e. Consents – familiar with Canterbury plans
f. Data Visualisation, including necessary development
We see this as an opportunity to both work with partner organisations/organisations with similar outcomes and/or to bring differing experience and knowledge with data to the programme. The outcome of this RfP will be a panel of companies (including sole traders) that can provide resource and/or a package of services to the Water Data Programme.
