The purpose of this RFP is to invite Respondents to submit their Proposals for the provision of physical construction works and major repairs, via a framework Panel Agreement to the Council's 3 Waters Group. Section B explains the asset mix and demand profile in greater detail.

As Council moves from an earthquake recovery to growth mode, so too does the Capital Works Programme, shifting from a repair focus to a growth and asset management (condition and service life) driven replacement programme. The FY17 – FY20 entire capital programmes combined delivery total equals $1.8B.

Within the capital programme delivery sphere, the Hybrid Delivery Model (HDM) panels primarily encompass Design, Response, Construct, Defects and Handover.
