Overview

Christchurch City Council (the Council) is seeking Expressions of Interest (EOIs) from suitably qualified suppliers who are interested in making an offer for the supply of construction services.

The new Sumner Library & Community Facility is to be reconstructed on its original site at 14-16 Wakefield Avenue, Christchurch. The building is intended to be approximately 1300m2 split over two levels. Total estimated construction budget is circa $6.5M. Works includes all building, services and landscaping. Preparatory works including excavation are included. Site clearing of community gardens & furniture will be undertaken by others prior to main contractor works.

Council have engaged The Building Intelligence Group (TBIG) as the Lead Consultant. The design team commenced detailed design on 26 January 2016 with a view to having building consent lodged in April. Engagement of a suitably experienced contractor to undertake the physical works is necessary.

The purpose of this EOI is to pre-qualify and shortlist suitable prospective suppliers who will then be asked to provide commercial tenders under a subsequent Request for Tender (RFT) process, which we anticipate being released in late April 2016. The EOI process involves a quality attribute evaluation methodology as described below. EOI submissions should clearly demonstrate the respondent’s proven abilities in relation to the key aspects of the scope of the services.
